This one-time knowledge item can be found in Tyrhold, Thaldraszus. On the map where you see the text "Tyrhold" it's on the base of letter T.

Go to the Cindershard Seam cave, the path to the right of the Obsidian Citadel, and always keep left in the cave. You will find the Onyx Gem Cluster in the back of a dead end near a Cindershard Hulk. When looting you get a Glimmering Neltharite Cluster.
